The EPA wanted to reduce smog and soot from the air because scientists found that the old air quality standards for ozone and particulate matter were not protecting people. Of course, new more stringent standards might mean tough new steps to clean up the air. Cleaning up the air would take more than government regulations. It would mean tougher smog-check rules for cars, more stringent anti-pollution devices on factories and daily-life changes such as restrictions on fireplace use during very smoggy days.
